With over 25 years of experience offering refugee employment support services and job support for migrants, we help people recognise their skills and build confidence in what they can do.
Who we help
Inclusive Employment Australia has replaced Disability Employment Services.

To be eligible to receive services with SSI, participants must:
- be an Australian resident or eligible visa holder (protected special category visa, temporary protection visas, or safe haven visas)
- have a disability, injury or health condition
- be between 14 and 67 years of age
- not be studying full-time
- not be working at or above your assessed work capacity.
Participants do not need to receive an Income Support Payment to access support.

Why choose SSI?
Finding and keeping a job can be especially hard for newly arrived refugees with disability. Language barriers, health and trauma, digital literacy, transport, and limited support networks often make it difficult to access mainstream services like the NDIS.

What is the Inclusive Employment Australia (IEA) program?
Inclusive Employment Australia (IEA) is a federal program that helps people with disability, injury or health conditions prepare for work, find suitable employment, and maintain it over time. It offers inclusive employment for people with injury or illness.
Who is eligible for the Inclusive Employment Australia program?
To access IEA services, individuals generally need to meet the general eligibility criteria, unless they qualify under a special eligibility pathway.
General eligibility criteria include:
- Having a current and valid ESAt (Employment Services Assessment) showing a disability, injury or health condition that impacts work capacity.
- Having baseline work capacity (with intervention) under 30 hours per week.
- Being an Australian resident or holding an eligible visa (e.g. Australian citizen, permanent resident, Special Category Visa, Safe Haven Enterprise Visa).
- Being of working age (at least 14 years old and below Age Pension qualifying age).
- Not studying full time (unless special criteria apply).
- Not already working in open employment at or above the assessed employment benchmark.
Special eligibility pathways allow certain groups to access IEA even if they do not fully meet the general criteria. These include Eligible School Leavers, DSP recipients with a prior ESAt, pre-release prisoners, and some NDIS participants under specific conditions.
What is the ESAt / JCA and why is it important?
The ESAt (Employment Services Assessment) or JCA (Job Capacity Assessment) is conducted through Services Australia to assess a person’s work capacity, identify barriers, and determine the most suitable employment service, including Inclusive Employment Australia.
Eligibility for Inclusive Employment Australia generally depends on having a current and valid ESAt.
Can I register directly with an Inclusive Employment Australia provider (not through Services Australia)?
Yes. Some providers allow direct registration, meaning individuals can approach them directly rather than being referred through Services Australia. However, general or special eligibility criteria must still be met.
What kinds of supports and services does Inclusive Employment Australia provide?
Inclusive Employment Australia offers a range of tailored supports, including:
- Preparing for work (skill development, résumé building, interview support)
- Finding work that aligns with individual abilities and goals
- On-the-job support, mentoring and coaching
- Workplace adjustments (assistive technology, flexible hours, modifications)
- Career development and ongoing support as needed
What is the Employment Assistance Fund (EAF)?
The Employment Assistance Fund (EAF) helps pay for workplace adjustments, assistive equipment, modifications, and Auslan interpreting to ensure individuals can work effectively. The fund can be accessed by either the employee or employer.
Can I join Inclusive Employment Australia if I’m not on Centrelink?
Yes. Under the Inclusive Employment Australia design, individuals who are not receiving income support may volunteer into the program, provided they meet the eligibility criteria.
What is SSI’s role in Inclusive Employment Australia?
SSI is a provider for the Inclusive Employment Australia program in selected regions of NSW, QLD and Victoria. We bring specialist experience, particularly in working with people from refugee and migrant backgrounds, to deliver tailored, culturally responsive and community-connected employment services, and trauma-informed job support.
What documentation or proof do I need to show to be eligible for Inclusive Employment Australia?
When registering or commencing with an Inclusive Employment Australia provider, you must provide evidence such as identity documents (e.g. driver’s licence or passport), medical or functional reports, ESAt results, or proof of special eligibility (where applicable).
How long can I receive support under Inclusive Employment Australia?
Support is not limited by a fixed time period. Participants can continue receiving services as long as necessary to achieve their employment goals, subject to ongoing eligibility and program rules.
What happens if my circumstances change while I am with the Inclusive Employment Australia program (e.g. work capacity improves or employment begins)?
If circumstances change, the provider will review your needs and adjust the level or phase of support accordingly. Once commenced, participants generally do not need to requalify eligibility on an ongoing basis.

About the program
The Strategies to Prevent Modern Slavery (SToP Modern Slavery) project was funded by the Federal Attorney-General’s Department to develop short story-based videos as an education tool to deepen knowledge and understanding of modern slavery in all its forms.
The videos particularly focus on forced labour, domestic servitude within intimate partner relationships, and forced marriage, as three forms of modern slavery. They are designed to deliver sessions to hold meaningful and engaging discussions and reflection to understand the nuances around these forms of modern slavery.

The videos
A series of short videos explains the three forms of modern slavery in simple, relatable terms, using examples developed in partnership with communities. These videos can be used in group discussions or as a self-reflective exercise, and some are also available in Arabic, Dari and Chinese.

What is modern slavery?
In Australia, modern slavery is defined as ‘a range of serious exploitative practices which includes human trafficking, slavery, slavery like practices, and the worst forms of child labour.’ (National Action Plan to Combat Modern Slavery 2020-2025).
Modern slavery includes situations where people are forced to work or marry against their will, are not paid properly, are controlled through threats, deception, coercion, and cannot safely walk away from the situation.

- Debt bondage
- Forced labour
- Worst forms of child labour
- Domestic servitude
Some signs someone may be in a modern slavery situation:
- They are not allowed to leave their work or home freely.
- Their passport or ID is held by someone else.
- They are afraid to speak up or seek help.
- They work long hours with little or no pay.
- They are under constant surveillance or control.

About Strategies to Prevent Modern Slavery (SToP)
The Strategies to Prevent Modern Slavery (SToP Modern Slavery) Project was funded by the Attorney-General’s Department under the National Action Plan to Combat Modern Slavery 2020-25. The program aimed to develop short story-based videos as an education tool to deepen knowledge and understanding with migrant and refugee communities around modern slavery. This project was guided by a reference group comprising of community leaders, people with lived experience, and experts.
The consultation process
As part of the Strategies to Prevent (SToP) Modern Slavery program, community consultations were undertaken across New South Wales and Queensland, with some exploratory engagement initiated in Victoria. These consultations included a combination of individual interviews and group discussions involving 84 participants, including community members, faith leaders, people with lived experience, community leaders, and frontline workers from over 20 culturally and linguistically diverse communities. The process provided critical insights into community perceptions, knowledge gaps, and the culturally specific ways in which modern slavery is experienced, understood, and addressed within different communities.
The co-design process
The co-design of these resources was undertaken in genuine partnership with community leaders, individuals with lived experience, and community organisations – ensuring that their cultural expertise and insights meaningfully shaped the content.
How did we create these videos?
A series of story-based videos were developed to present the complex issues of forced labour, forced marriage, and domestic servitude within intimate partner relationships in a simple, engaging, and culturally relevant manner.
Developed with cultural sensitivity and respect, these videos break down complex concepts into relatable contexts, making them more accessible and impactful for diverse communities. Importantly, the videos present these issues in a way that allows for othering, fostering a sense of empowerment through awareness, education, and meaningful engagement aimed at challenging and disrupting harmful norms and practices through the medium of stories and film.

Program Update
The Home Care Workforce Support Program (HCWSP) ended on June 30, 2024.
The program was part of the Federal government’s overall aim to grow, upskill and support Australia’s home care workers to ensure senior Australians can access the care they need to remain independent at home.

For many unemployed and underemployed individuals, a lack of foundational skills, job readiness, and support significantly hinders their ability to attain sustainable and meaningful employment. Skilling Queenslanders for Work (SQW) is a suite of targeted skills and training programs that help Queensland jobseekers to enter and succeed in the workforce.

Community Foundational Skills – Townsville and Logan
Community Work Skills offers tailored assistance to people who need to improve their reading, writing, maths, or computer skills to equip them with the knowledge and confidence necessary to take on further education, training or enhance employment opportunities.
With a customised training plan and guidance from an SSI mentor, program participants are supported to develop foundation skills that help them meet their full potential.
Ready for Work – Logan
Ready for Work helps equip Queensland jobseekers with the practical skills and support needed to get job-ready and successfully find employment.
Over the course of 6-8 weeks, the program focuses on job hunting and preparing for employment, including resume preparation, job interview skills, job search advice, and understanding employer expectations. Additionally, participants are provided the opportunity to network with local businesses and employers.
Community Work Skills – Logan and Townsville
Community Work Skills assists jobseekers to gain nationally recognised qualifications and skills.
Participants are supported to undertake qualifications and training up to Certificate III that will build their skills and maximise their local job opportunities. The program also provides customised case management, career advice, and job preparation.
Eligibility criteria
You may be eligible for Skilling Queenslanders for Work programs if you are a Queensland resident and are either:
- Ineligible for Australian Government employment services or assistance,
- Require additional support due to significant barriers to learning and employment, or
- Have been receiving Australian Government services for more than six months and remain unemployed.

In 2016, we heard the voices of the community and introduced a Gateway community space for locals to drop in and receive information, advice or referral.
The Gateway continues to coordinate from an integrated response model, whereby local services outreach from the centre and collaborate on strategies around local community issues. We facilitate a number of internal programs for improving the economic and social participation of newly arrived communities. The SSI Gateway can be booked to run events and other community-focused work.
There are several large training rooms and small interview rooms available to hire via our external booking process.

Asylum Seeker Employment Skills Support (ASESS) provides support to make it easier for people seeking asylum to join the workforce. We offer mentoring and support to help you:

Identify your employment goals and find opportunities.

Find and complete training and courses that will help you meet your goals.

Pay for work expenses such as licenses, equipment, and work clothing.

Get your overseas qualifications recognised in Australia, including help with costs.

Get help with transport – including driving courses.

Connect with other services that could benefit you and your future.

Olena*
an accountant from Ukraine who has successfully resumed her career in Australia with our support. We helped her with career planning, getting her driver’s licence, resume writing, interview preparation, and job applications, and we covered the cost of having her bachelor’s degree recognised.

Stanislav
a university student from Ukraine who secured a job at a Ukrainian restaurant and later started his own successful lawnmowing business after we helped him with work expenses, driving lessons, and mentoring. He is now looking forward to expanding his business and finishing his degree online..

Sione*
whose experience and Fijian mechanical engineering qualification was not recognised in Australia. After three months of support, including career planning, workshops, and qualification recognition guidance, he secured a full-time role as a trade assistant and has successfully resumed his career here.

About Diversi-Ready
People living with disability have an enormous capacity to contribute to the community through work. Our Diversi-Ready program provides training and supports to employers in the retail, hospitality and aged care industries to build their confidence and capability to recruit and retain people with disability in their workforces.
Funded by the Australian Government Department of Social Services’ Information, Linkages and Capacity Building (ILC) program, Diversi-Ready supports greater inclusion and accommodation of people with disabilities at the workplace. We have co-designed the program with culturally and linguistically diverse (CALD) people with disabilities and have collaborated with industry bodies, employers, disability peak organisations and multicultural peak bodies and organisations.

About Community Education Program
We understand that it can be challenging for refugees and humanitarian entrants to adapt to life in Australia. That is why we offer the Community Education program, which provides workshops and courses to help newcomers find their feet and engage with local communities.
Our courses aim to increase their knowledge of Australia and ability to navigate and access services. We offer courses such as driver literacy, public transport, housing, citizenship progression and support for exam preparation, and job seeking strategies. Join us and take the first step in making Australia feel like home!
